It will provide you with a quick means of identifying health and safety elements that you have and those that are needed. The Needs Assessment should be the first step to determine whether an audit would be beneficial or if specific elements should be addressed first. A Needs Assessment determines if all elements are in place but does not determine the quality of the elements.
